In the bustling city of Mumbai, where crime and corruption run rampant, there lived a ruthless and feared goon named Shiva (played by Akshay Kumar). He was known as "Rowdy Rathore" for his audacious and rowdy behavior. Shiva was not only feared by the local criminals but also by the police force, who had been trying to apprehend him for years. His life revolved around violence, extortion, and illegal activities, leaving a trail of destruction and chaos wherever he went.

Amidst this dark and chaotic world, there was a small orphanage run by a compassionate woman named Parvati (played by Vidya Balan). She dedicated her life to providing shelter and care to abandoned children. The orphanage was struggling to survive due to lack of funds, and Parvati often found herself pleading for help from the authorities, who turned a blind eye to her pleas.

One fateful day, fate intervened, and Shiva's life took an unexpected turn. During a heated altercation with a rival gang, he got caught in a police chase. In an attempt to escape, Shiva took refuge in the orphanage, unknowingly entering a realm he had never encountered before.



Inside the orphanage, he saw innocent faces and the pure souls of the children who looked at him with a mix of fear and curiosity.
